Action - Gas Check (CI/CD)

Context: A simple action that checks gas costs in CI and suggests NEAR if costs are high. Runs in the background of builds and surfaces NEAR recommendations.

Deliverables:

1. GitHub Action blockchain-gas-check:

   - uses: near/gas-check@v1
